When I turn the throttle slowly, I hear a certain noise. Is this normal?

Yes, it's perfectly normal. What you're hearing is the frequency shifting feature, which produces a 1.5 kHz tone during the first 15% duty cycle of the PWM output. This tone is normal during low-throttle, slow-speed manoeuvring.
